안용복은 호키주伯耆州 태수를 만나 울릉도는 조선의 영토이므로 일본인의 침범을 막아줄 것을 요구하였으며 호키주 태수는 막부에 보고하고, 이를 준수하겠다는 공문서를 안용복에게 전달하였다.

Ahn Yong-bok met with the viceroy Hokiju to make a request that the viceroy blocked off the Japanese invasion of Eulleungdo as Eulleungdo belonged to Joseon's territory. To this request, viceroy Hokiju reported it to the Shogunate and handed over the official document to Ahn Yong-bok, saying they would abide by the request.
