Civil Servant
Civil servants are responsible for establishing and implementing policies for development of state and enhancement of people's happiness, and if necessary, provide financial and administrative support.
Ministry of Oceans and Fisheries, the main government body to govern ocean related works, oversees shipping, port activities, maritime safety, maritime management and marine environment related issues. National Fishery Products Quality Management Service administers production, retail, quarantine and inspection of fisheries products.
To become a civil servant, one needs to take an open recruitment examination or a special examination for civil service. Civil servants consist of several types such as national service personnel, local service personnel, police station service personnel, fire station service personnel and civilian worker in the military employed by the Ministry of National Defense. National service personnel are recruited via open recruitment examination (grade 5, grade 7, and grade 9) supervised by the Ministry of the Interior or via special examination for service as necessary. The grade 5, which is the highest rank in the open recruitment system, may be attained by taking the civil service examination, foreign service examination, and technical service examination. Passing these exams allows you to work as administrative official or diplomat. Being a civil servant is a source of pride that he/she is serving for the development of state as well as the people and is widely perceived as a stable job that guarantees one's personal status. Competition for the job, therefore, is very keen to a point that even highly educated people flock to low level posts. With a few exceptions, there is no restriction on educational or professional background or age for application. Also, there are cases where certain percentage of employment is reserved for women in order to increase the employment opportunity for women. Technical service exams are not always conducted every year, and thus, interested applicants should pay attention for announcements.
Coast Guard
A coast guard is entrusted with responsibilities that include: keeping watch of the sea, investigating ocean-related crime, ensuring safety, performing search and rescue in the event of ocean disaster, and responding to marine pollution incidents such as oil spills. A coast guard must pass the civil servant exam like the police. A coast guard as a public officer is recruited in two ways: open competitive recruitment exam; and special recruitment exam with limited competition. Open competitive exams can be taken by anyone who has graduated from high school or a higher educational institute, with no special certificate or experience. On the other hand, a certain certificate, experience or educational background is required to apply for the special recruitment exam. Since a coast guard is responsible for various tasks both on water and land, only about 20 percent of the required recruits are selected through an open competitive recruitment exam and the rest are selected through the special recruitment exam. Thus, it is advantageous to acquire a marine technician license or major in coast guard officer's course in university.
To be eligible for taking the coast guard exam, particular criteria for educational background, age, and physical conditions should be met. Generally, he/she must have high school diploma or higher. In the case of male applicants, only those below age 30 may apply for an open recruitment exam, high officer candidate exam, or special recruitment exam for discharged riot police. For all other special recruitment exams, only those under 40 may apply. While physical requirements such as height, weight, and chest measurement have been abolished, vision, hearing, and color vision are tested based on the public officer's physical examination records. The recruitment exam consists of a written test, through which 2-3 times the number of required recruits are selected, and the physical fitness test (100m dash, long jump, grip, sit-up), aptitude test, and an interview, through which final recruits are selected. As for a high officer candidate for coast guard, once he/she passes the exam and studies for 1 year in the police academy, he/she is employed as a patrol officer. For all other people who pass the recruitment exam, they receive the newcomer's training at the coast guard academy for 24 weeks before becoming employed, with their salaries paid throughout the training period.
A coast guard, as a police, requires a sturdy physical fitness and strong commitment. He/she must have knowledge in law and order and security, and must be kind to civil applicants while at the same time, processing a large amount of administrative affairs. Those who visit police stations usually come with various types of conflicts and crises, and so, he/she must have an amicable character with good social skills to be able to appease them and get the work done. A sense of commitment and pride as the keepers of safety and order of the public and the sea are a must.
Naval Officer
A naval officer is a commander of the navy force entrusted to protecting the ocean. He/she is responsible for commanding and leading the privates, performing strategy research, and assisting senior commander as an advisor.
To become a naval officer, one must complete educational courses similar to an undergraduate program. The most common way is to graduate from the Naval Academy. Other ways include enrolling in the Reserve Officers' Training Corps (ROTC) or Officer Candidate School and completing the training program.
For a female applicant, she may enter the Naval Academy or complete educational course in the nursing officer academy. Also, she can become a female military officer after graduating from a four-year university and completing a required training course.
Employee of Marine-related Agencies
Government ministries have many affiliated organizations which basically work on behalf of the government bodies or perform works to protect the rights and benefits of the concerned industries.
When these organizations hire employees, they usually use an open recruitment method through newspaper or website announcements, or at times, a special recruitment method. Therefore, it is helpful to visit websites of related organizations and agencies often and stay informed of the eligibility requirements and make preparations beforehand.
