미국의 프랭클린 루스벨트 대통령, 영국의 윈스턴 처칠 수상, 소련의 요시프 스탈린 최고인민위원 등 연합국의 지도자들이 나치 독일의 항복에 대비해 전후 처리 방안을 논의하기 위해 1945년 2월 4일부터 11일까지 얄타에서 정상 회담을 가졌다. 이 회담에서 독일은 미국·영국·프랑스·소련 4국이 분할 점령한다는 원칙과 이탈리아, 일본 등 패전국에 대한 처리 문제를 논의 했다.

특히 우리나라를 비롯해 광복을 맞는 민족은 민주 세력을 폭넓게 대표하는 인사들에 의해 임시정부를 구성한 후, 가능한 한 빠른 시일 내 자유선거를 통해 정부를 수립한다는 것에 합의했다.


이어서 1945년 7월 26일에는 독일의 포츠담에서 미국, 영국, 중국 3개국 정상이 참가한 회담이 열렸다. 이 회담에서는 일본에 대하여 항복을 권고하고 제2차 세계대전 후의 일본 처리방침이 논의되었다.
회담 결과 카이로 선언의 이행을 다시 한 번 강조하며, 일본의 주권은 혼슈, 훗카이도, 규수, 시코쿠와 연합국이 지정하는 부속도서에 국한한다고 선언하여 우리의 독립을 재차 확인하였다. 이것이 포츠담 선언이다.

The Yalta Conference, the Potsdam Conference
The allied powers' leaders including the US President Franklin Roosevelt, Prime Minister Winston Churchill of the United Kingdom and the Supreme People's Commissar, Joseph Stalin of the Soviet Union, etc. had a summit talk to discuss the postwar handling plan in preparation for Nazi Germany's surrender at Yalta from Feb. 4 to Feb 11, 1945. At this conference, the summit had a discussion about the principle that the US, England, France, and the Soviet Union shall do a split occupation of Germany, and about how to deal with defeated nations like Japan and Italy, etc.

Particularly, the summit agreed to the proposal that the people meeting independence including Korea shall establish the government through free elections as soon as possible after the figures widely representing the democratic influence organize a provisional government.

Yalta Conference

Following the Yalta Conference, the three summits including the US, England and China had a conference at Potsdam in Germany on July 26, 1945. At this conference, the summit recommended Japan's surrender, and discussed the handling policy on Japan.
In addition, this conference put emphasis on fulfillment of the Cairo Declaration again, and confirmed Korea's independence again by declaring that Japan's sovereignty is limited to Honshu, Hokkaido, Kyushu, Shikoku, and the annexed island designated by the allied powers. This is the Potsdam Declaration.
